16. We regret having to approach the Government of Hong
Kong at this juncture, but the action has been forced upon us
by the Crown Agents' letter of the 1st September 1938. The
financial resolution of the 1st June 1938 is, as we have shown,
a serious matter for surviving dollar members of the Government
service, and its cancellation can involve the Government in
nothing more than almost negligible expenditure, and that spread
out over a number of years.
17. The following other retired officers of the Hong Kong
Government service desire to associate themselves generally
with this protest. To have consulted with them on all the
details of the letter would have involved too much delay.

We believe that some other officers are concerned, including
some former police officers. Mr.J.R.Wood has been in consulta-

tion with us in the preparation of this protest, up to the final
stages, and intended to sign it, but regrets that at the time of
signature he is compelled to be absent.
18. We shall be much obliged if a copy of the reply may be
sent to each signatory and to each of the officers who have asso-
iated themselves with this protest.
19. We are sending a copy of this letter to the Secretary
of State.
